About
The Rural Development Department was created on 1st July 1990 to deal with Minor Irrigation, Lift Irrigation, Rural Roads, Rural Govt. Buildings, Rural Water Supply and Sanitation sectors. Later, in 1996, the Department was restructured and Minor Irrigation and Lift Irrigation were transferred to Water Resources Department. Further during 2017, Rural Water Supply and Sanitation transferred to Panchayati Raj and Drinking Water Department. At present, the Rural Development Department is in charge of Rural Govt. Roads:Rural Connectivity Schemes
Rural connectivity is one of the key factors for the socio-economic development of the State. One of the major activities of the Rural Development Department is construction and improvement of rural roads. The Department has been entrusted with the responsibility of maintaining 27,901 km. of rural roads. Besides, there are 784 major bridges under this Department.
Major Schemes/programmes under implementation for rural connectivity are:
· PradhanMantri Gram SadakYojana (PMGSY)
· Rural Infrastructure Development Fund (RIDF) :The Government of India in the Budget of 1995-1996 announced the scheme for setting up of Rural Infrastructure
Development Fund (RIDF) to be made operational by the NABARD for financing of the ongoing as well as the new
infrastructure projects in rural areas for upliftment of rural economy and eradication of poverty.
· BijuSetuYojana (BSY) : Biju Setu Yojana was launched on 9th Oct. 2011 for construction of new bridges on RD roads and important P.S. roads to
provide all-weather connectivity to the rural areas of the State. In addition to above, the Programme will also cover
construction of bridges on strategic important Panchayat Samitee roads belonging to P.R. Department. The BSY as such has
been formulated to provide an effective all-weather road network across the length and breadth of the state, so as to
effectively meet the transportation needs of every sector, cost effectively.
· Constituency-wise Allotment (CWA) :The Constituency-wise allocation was conceptualized to place Rs.20.00 lakhs at the disposal of each constituency, so that
critical road projects could be taken up in rural areas in consultation with the local representatives (Hon’bleMLAs) to address the immediate needs of the locality.
· Finance Commission Award Work (Roads & Buildings) The Central Government supplements the State, with additional fund to maintain the assets created under different
schemes through Finance Commission Grant.
· Special Repair (Roads & Buildings) There are approximately 28,159. KMs of rural roads under Rural Development Department. State Government provides
budgetary support each year for maintenance and upkeep of these roads and CD works.
PMGSY
As per present relaxed norms PradhanMantri Gram SadakYojana (PMGSY) aims at providing all weather connectivity to all unconnected habitations having population 250 and above for IAP districts and population of 500 or more in general area and population of 250 or more in schedule area for non-IAP districts.
Its Accounting system has been managed by OMMAS :Online Management, Monitoring and Accounting System.It has been developed by C-DAC, Pune and managed by the NRRDA, New Delhi for program monitoring of PMGSY. All Divisions furnish online data in respect of transactions carried out by them in the relevant module of OMMAS. present status of PMGSY roads could be find at www.omms.nic,in and pmgsy.nic.in
E-Procurement system has been adopted for tender process for PMGSY .
OSRRA
To look after the works of PMGSY Roads a society Odisha State Rural Road Agency [OSRRA] has been formed with a registered office at Odisha Secretariat, Bhubaneswar.
Its Governing body shall be consists of :

(c) Development Commissioner, odisha : Member
(d) Agriculture Production Commissioner, odisha: Member
(e) Principal Secretary, Finance Department : Member
